What is a ramped or unramped barrel?

I inherited a Colt MK IV Series 70 Government Model 38 super. It is totally stock, I think. What type barrels do the Colts have and why is the ramped safer? Does the unramped have the barrel cut away where the round feeds in? Is that why the cases can bulge at the base?

The stock Colt is engineered with a regular barrel. The ramp itself is part of the frame. Go to www.brownells.com and search 1911 barrels. There you will see pictured, standard non-ramped barrels and ramped one piece barrels that incorporate the physical ramp as part of the barrel, hence, one piece including the ramp. And yes, severe, high pressure loads are safer in ramped barrels because there is steel completely around the case head. But quite honestly, normal pressure loads are fine in your gun, which is what it was originally engineered to do. Only in shooting sports, like USPSA, where shooters may want to gain an edge and push beyond the limit, make safety a more paramount issue, justifying one piece ramped barrels.

Some say there exist bullets that mar aluminum frames

If you want to use those bullets with an aluminum frame then....

What tkosiba said. You only need the ramp if you are going to push the cartridge beyond what it was originally designed for. IPSC requires it if you will compete, otherwise, if you are going by the loading book, or buying your ammo from a store, I wouldn't worry about it.
