Is the hand making contact with the spur gear on the back of the cylinder? Maybe the cylinder has shifted forward and the hand cannot reach the gear?
The 949 is a 9 shot revolver, so the cylinder does not need to move very far, which means the amount of time the hand makes contact with the gear is very short.

Check the cylinder lock or ball. If it doesn't drop the hand can't rotate the cylinder. You may have to re-time the rotation with a little polishing and grinding. Somewhat time consuming. Also check the spurs on the cylinder. They do wear out.
