What is it?

The mexican cop on the left has some sort of tube/cord/cable attached to the sight/receiver of his carbine.

Any idea what it is or does?

I suspect there's a TV or video camera on the other side of the rifle.
Some LE units are doing this for use as evidence and for later use in training.

Good, that looks right and makes sense.

At first I thought it was maybe a shot tube. One push on the control and you get a shot of tequila, two pushes, a short beer chaser. Not sure where the salt and lime wedge is though.
